Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Clearer notices for home and auto insurance

Insurers must tell you why your personal auto, homeowners, or residential fire policy is canceled or not renewed. At least 30 days before renewal, they must send a written “NOTICE OF REDUCTION IN COVERAGE” if they cut coverage or raise deductibles you did not ask for, and list each change. The insurance commissioner sets the rules for how these renewal notices work. Each separate violation counts as a deceptive trade practice and can be fined up to $1,000.

Two-month notice for big homeowner hikes

Beginning September 1, 2026, if your homeowner renewal premium rises by more than 20%, your insurer must give you two months’ advance notice. If the insurer will not renew your policy, it must also give you at least two months’ notice before it ends.

Immunity for insurers’ cancellation statements

The insurance commissioner, insurers, their representatives, and anyone who gives reasons for cancellation or nonrenewal are protected from lawsuits over those statements. The immunity covers written notices, other communications explaining the reasons, and statements or evidence given at related hearings.
