Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Honor Flight plate funds stay local

Money raised in Rhode Island from these plates must be used to benefit Rhode Island-based charities. The nonprofit must file a yearly accounting report before the state distributes any funds.

Extra fees for Honor Flight plates

You pay a one-time $40 surcharge when you get this plate, on top of regular registration fees. Of that $40, $20 goes to the state and $20 goes to the Honor Flight nonprofit. Each time you renew, you pay an extra $10 that goes to the nonprofit. There are no refunds if you cancel early.

New Honor Flight license plates at DMV

Starting six months after passage, the DMV offers an optional Rhode Island Fire Chiefs Honor Flight license plate. The nonprofit designs the plate with the DMV, and the State Police approve the final design. The plate uses your same registration number; you must remove and return your old plates and keep the registration certificate in the car. The DMV sets prepayment rules. Plates are made only after the nonprofit meets the minimum prepaid order and sends required paperwork.
