The law lets candidates and elected officials use campaign or public funds for security. Covered costs include buying, installing, maintaining, and upgrading cameras, locks, alarms, and monitoring from companies licensed in Rhode Island. It can protect the candidate, campaign staff, and immediate family (spouse, registered partner, or minor children in the home). Spending on physical security equipment and installation is capped at $10,000 per person each campaign cycle. Campaign funds cannot buy firearms or ammo, pay family members or their businesses, or make home upgrades that are not for verified security. No proof of a specific threat or police sign-off is required.
Campaigns must report security expenses as non-campaign disbursements to the state agency. They must keep itemized receipts or invoices. Spending details are public under campaign finance laws, but plans, designs, and schematics are not disclosed. No documentation of a specific threat or police verification is required. The Board of Elections sets the reporting format and audit procedures.
