Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 2 costs, 1 mixed.

Providence can collect extra industrial taxes

For fiscal year 2026, Providence can collect extra industrial property taxes beyond its usual total property-tax limit. The exception covers revenue from the Class 2B industrial rate above $28.80 per $1,000 of assessed value. At least four-fifths of the full city governing body must approve the extra levy.

Large gas plants face minimum assessments

For fiscal year 2026, natural-gas power plants designed or capable of operating at 40 megawatts or more face a minimum tax assessment. Their assessed value is the greater of the local assessor's value or $500,000 per megawatt of gross operating capacity. This can raise plant owners' property taxes, depending on prior assessments and local tax rates. Beginning in fiscal year 2027, Rhode Island's Office of Energy Resources must issue rules for determining these plants' full market value.

Providence gains property tax rate options

Providence can adopt separate tax classes by ordinance for homes with 1, 2–5, 6–10, or more than 10 units. Commercial rates cannot exceed twice the basic one-unit home rate or 3.5 times its effective owner-occupied rate. Industrial rates cannot exceed 1.5 times commercial rates. For one-to-five-unit homes, the city can offer a homestead exemption or separate owner-occupied and non-owner-occupied rates. The city can change unit ranges after the first classification year; actual tax bills depend on city ordinances and rates.
