Bill Overview

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Agencies cannot restrict concealed pistol rights

South Dakota state agencies cannot adopt rules that restrict rights to carry or possess a concealed pistol under Chapter 23-7. This protects the rights and privileges covered by that chapter from new agency restrictions.

Limits on licensing board fee increases

South Dakota licensing boards and commissions must keep fees reasonable and necessary to cover their budgets. This applies when state law allows fees set by rule but sets no maximum fee. Total annual fee increases under this authority are capped at 20% of the previous year's budget. The cap limits total increases, not each person's fee.
