New pay rules for election recount boards

The recount referee gets the same pay as court-appointed counsel for the same recount. The governing body where the election is held sets pay for each of the other two board members. All members get mileage reimbursement for travel from home to the recount site on recount days. The mileage rate is set by state law in § 3-9-1. The jurisdiction where the election is held bears the compensation costs.
