Bill Overview

Analyzed Economic Effects

4 provisions identified: 4 benefits, 0 costs, 0 mixed.

Caps on plumbing permit and inspection fees

The person responsible for plumbing work pays an inspection fee made up of permit and installation certificate fees. The commission sets these fees by rule: permits cannot exceed $125 for single-family homes or $325 for multiple-unit or public buildings. The certificate fee cannot exceed $25. The late fee cannot exceed $200 when the certificate is not filed with the commission before work starts. Each permit covers up to three inspections; the commission can charge no more than $100 for each extra inspection.

Exam waiver for eligible out-of-state plumbers

The commission can register a nonresident plumber without an exam when the plumber is registered in another state. The commission must find that state's plumbing requirements substantially equivalent to South Dakota's. The applicant still pays the required initial application, exam, and license fees, even without taking the exam.

Plumbing apprentice fees capped at $50

The commission must set plumbing apprentice and temporary-license fees by rule, with each fee capped at $50. Covered fees include the initial apprentice application, initial license, annual renewal, third-year apprentice exam, and temporary license. The temporary-license fee is due before the applicant takes the exam for the first time.

Fee caps for plumbing trade licenses

The South Dakota Plumbing Commission must license people who pass an exam showing fitness for a covered trade. Covered licenses include appliance contractors and installers; individual and small on-site wastewater system installers; manufactured and mobile home contractors and installers; plumbers and plumbing contractors; and sewer and water, underground irrigation, and water conditioning contractors and installers. Initial application fees cannot exceed $60, exam or retest fees $100, license or renewal fees $300, and license verification fees $30. The commission must set fees by rule and can set them below these caps. For the two licensing sections covered by the definition, underground irrigation means any non-farm landscape watering system.
