No dealer license for festival car auctions

Beginning October 17, 2025, you can sell or buy a previously titled antique or unique vehicle at a festival auction without a dealer license. The auction must be held with a motor vehicle festival at a municipal convention center defined in § 7-4-101. The center must be in a county with a 2020 census population between 366,200 and 366,300. Part of the festival’s proceeds must be donated to a hospital neurological institute in the same county. This exemption ends October 22, 2025.
