The education department must convene a working group on K–12 English learners. It includes state leaders, program directors, experienced educators, and lawmakers. The group studies best practices and designs classroom strategies. Topics include more teacher training, a possible English-learner endorsement, scaffolding, peer pairing, and vocabulary teaching. It also looks at regular assessments and family involvement with resources in native languages. A report to the state’s education committees is due by January 1, 2026. Members serve without pay or travel reimbursement. The law takes effect upon becoming law.
