Stricter animal abandonment rules near shelters
Beginning July 1, 2025, Tennessee law makes abandoning an animal in a person’s custody an offense. Leaving the animal at or near an animal shelter, veterinary clinic, or other shelter is not a defense if the person did not make reasonable arrangements for its care. The law does not define reasonable arrangements or change existing penalties.
