Beginning July 1, 2025, Tennessee law bars agencies and courts from using poverty alone against parents. Economic disadvantage by itself is not neglect. It also cannot be the only reason to terminate parental rights. Officials must cite other grounds beyond finances to pursue neglect or termination.
