Hospitals: Early assessment and payment cap

The law lets TennCare start the annual hospital assessment even if one federal approval is still pending. If TennCare starts it this way, payments directed to hospitals are capped at the fiscal year 2024 level set in 2023 Public Chapter 232. TennCare can set a higher amount after consulting the Tennessee Hospital Association, but not above what the federal government approves. The cap lasts until all required federal approvals are in and TennCare sends written notice. This change takes effect immediately.
