Optional sewer repairs require homeowners' legal agreement
Beginning July 1, 2026, Tennessee municipalities, utility districts, metropolitan governments, and other public entities may maintain or build qualifying private sewage lines. The work must address excessive groundwater or rainwater entering lines and causing sewer overflows, health problems, or system-capacity problems. Owners must consent and agree to protect the public entity from legal liability for the work. Qualifying work is not treated as a project for private purposes. Public entities are not required to provide these repairs.
Optional water repairs require homeowners' legal agreement
Beginning July 1, 2026, Tennessee municipalities, utility districts, metropolitan governments, and other public entities may assess, replace, or maintain qualifying private water lines. Covered work runs only from the utility-owned meter to the building’s outside wall and must address serious health issues. It covers lead service lines and galvanized lines connected to or downstream of lead lines that federal drinking-water rules require replacing. Those rules include the Lead and Copper Rule. Owners must consent and agree to protect the public entity from legal liability for the work. Qualifying work is not treated as a project for private purposes, but public entities are not required to provide it.
