The law ends the Tennessee Teaching Scholars Program on July 1, 2025. It also ends the Minority Teaching Fellows Program on July 1, 2025. If you have an outstanding loan from either program, TSAC will still manage the loan and its requirements. No new applicants can enter these programs after July 1, 2025.
Beginning July 1, 2025, the law creates a review committee inside the Tennessee Higher Education Commission. It helps develop or revise the higher education master plan, state financial aid, and the funding formula. Members include leaders from the Commission, the Board of Regents, the University of Tennessee, finance officials, key lawmakers, and others. The Tennessee Independent Colleges and Universities Association president serves only on master plan and state financial aid work. The committee must link the funding formula to master plan goals and meet at least once each year.
Beginning July 1, 2025, the law creates the Tennessee Student Assistance Corporation (TSAC) as a nonprofit division inside the Tennessee Higher Education Commission. TSAC must register with the Secretary of State and follow Tennessee corporate law, except where this chapter says otherwise. The current TSAC governing board ends on July 1, 2025, and the Commission becomes TSAC’s board on that date. TSAC may spend money that is appropriated, received, or allocated to run and administer student aid programs in parts 2, 3, and 6–9 of this chapter.
