State controls regulated gas utility transfers
Effective upon becoming law, the Tennessee Public Utility Commission alone approves asset purchases or changes in control of commission-regulated gas utilities. Its authority overrides conflicting local rules and franchise agreements, and each transfer must serve the public interest. Orders issued on or after October 1, 2025, carry out transfers between regulated utilities, including franchise rights to provide service. The new owner must follow all existing gas service franchise terms and conditions. The law creates no direct household payment or benefit.
