The Tennessee Public Utility Commission now has exclusive power to approve any sale or change in control of regulated natural gas utilities. City charters, ordinances, and franchise deals cannot override this. The commission approves a transfer only if it finds it is in the public interest. Beginning October 1, 2025, a commission order with that finding makes the transfer happen, including franchise rights. The new owner must follow all existing franchise terms.
