More children can access public pre-kindergarten
Tennessee school districts can admit children who are not at-risk when classroom seats remain after counting at-risk applicants by the initial enrollment deadline. Local four-year-olds qualify with or without a disability. Local three-year-olds qualify through past participation in the Tennessee Early Intervention System or screening that identifies educational risk under the Individuals with Disabilities Education Act. They also qualify if their family meets free or reduced-price lunch income limits. Out-of-area four-year-olds qualify if a parent works for the district. Ages are measured on or before August 15, and districts choose whether to offer these seats. The law took effect upon becoming law.
School employees may pay pre-kindergarten tuition
Districts can charge tuition and fees for out-of-area children admitted to voluntary pre-kindergarten because a parent works for the district. Total charges cannot exceed the district's cost to enroll and serve the child. Charging is optional, not required.
