Beginning November 1, 2026, the law covers state building projects worth $1,000,000 or more. State agencies are encouraged to ask in RFPs if the team will use apprentices in certified programs. Contractors and subcontractors on these large state jobs are encouraged to hire apprentices in registered programs. This is not a mandate and adds no penalties.
