Nurse anesthesia programs keep Tennessee training access

Qualifying nurse anesthesia programs physically outside Tennessee are exempt from the two-year pause for Tennessee clinical placements. They need accreditation from the Council on Accreditation of Nurse Anesthesia Educational Programs, or an ongoing capability review while pursuing accreditation. They must operate through a regionally accredited institution authorized in its home state. Programs must prepare graduates for national certification as certified registered nurse anesthetists under the council’s standards. Students must follow applicable Tennessee licensing and supervision requirements and other laws governing clinical practice and patient safety. Programs still need Board of Nursing approval for Tennessee placements, but this law requires no additional authorization solely for those placements.

Two-year pause for outside nursing programs

For two years from the law’s effective date, Tennessee’s Board of Nursing cannot accept or approve applications from programs based outside Tennessee. This covers applications to operate, enroll students, or place students in Tennessee clinical training. To count as Tennessee-based, a program needs a physical campus or facility and at least one full-time, on-site nursing faculty member. That faculty member must be assigned to the degree program and licensed, registered, certified, or eligible under Tennessee nursing law. Programs approved before the effective date keep their approval during the pause. They must provide requested information to the board or Tennessee Center for Nursing Advancement, including clinical supervisor lists, placement statistics, and program results. The center must work with the board to recommend new approval standards for outside programs using Tennessee-licensed clinical supervisors or Tennessee training sites. Recommendations must cover supervisor identity and licensing, verification of enrolled Tennessee residents, faculty supervision, and clinical oversight. They must also cover annual program reporting on placements, supervisor use, faculty oversight, and student results; placement tracking; board administrative costs; equivalent education; and patient and supervisor protections. By June 30, 2027, the center must publish its recommendations and send them to both legislative chief clerks, the legislative librarian, and the board. By June 30 each year, it must also publish a report on activities, findings, and oversight of outside programs using Tennessee clinical sites. The board keeps its enforcement authority during the pause.
