Lottery funds strengthen Tennessee Promise scholarship reserves

Beginning in fiscal year 2025-2026, the law requires transfers from the Lottery for Education Account into Tennessee Promise’s scholarship special reserve. Only money above the General Shortfall Reserve Subaccount amount plus $10 million must be transferred. Total transfers cannot exceed $10 million per fiscal year. Transfers must occur at least annually; the State Treasurer and Commissioner of Finance and Administration can require more frequent transfers. The law does not change scholarship eligibility or individual award amounts.
