Beginning July 1, 2026, the driver or a passenger on each off-road vehicle in North Cumberland Wildlife Management Area must hold a valid riding, sportsman supplemental, or guide permit. Standard permits cover one day, three days, seven days, or one year. Tennessee residents pay $20, $30, $100, or $150 for those periods; nonresidents pay $50, $125, $200, or $300. An annual or lifetime sportsman license alone does not allow riding, but valid license holders can buy a $40 supplemental annual permit. Standard and supplemental riding permits do not allow paid guiding. A guide permit costs $700 and includes riding privileges. The Tennessee Fish and Wildlife Commission can adjust fees through rules consistent with Tennessee Code §§ 70-1-206 and 70-9-105. No fee increase under this authority can take effect before July 1, 2030, and no increase is automatic.
Beginning July 1, 2026, people accepting pay to help off-road vehicle users in North Cumberland Wildlife Management Area need a valid guide permit. The permit costs $700 and also includes riding privileges. Roadside assistance alone does not require a guide permit. This exception includes towing, battery starting or replacement, tire changes, lockout services, fuel delivery, and winching.
