Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

Faster court and warrant reporting statewide and nationally

Beginning May 6, 2026, magistrates and clerks must tell the Division of Adult Probation and Parole within one day when they issue, recall, cancel, or change listed warrants. When sending certain misdemeanor assault convictions, they must include whether the victim had a listed relationship to the defendant or none. Courts must send records of mental‑health adjudications and commitments within 48 hours (not counting weekends or legal holidays) and include an agency record ID; name, sex, race, date of birth; and a Social Security number or other government ID number. The Bureau of Criminal Identification must send listed court and warrant records to the national crime database within 48 hours, not counting Saturdays, Sundays, or legal holidays.

New rules and $90 fee to transfer supervision

Beginning May 6, 2026, you must be under the Division of Adult Probation and Parole to apply to move your supervision to another state. You pay a $90 application fee when you apply (up from $50). For transfers, “supervision” means you report or are monitored and follow non‑money rules; money conditions do not count.

Stronger warrants and no bail for interstate cases

Beginning May 6, 2026, when there is probable cause that a person under interstate supervision violated terms, a court or the Board issues an arrest warrant. The warrant is an extradition warrant, allows nationwide pickup, and bars bail until the person returns to Utah and appears. It must name who handles transport (local law enforcement for probation; the Division of Adult Probation and Parole for parole), and that agency must bring the person back. The court or the Division of Adult Probation and Parole must send warrant changes to the state crime records office and to the national crime database. A different arrest‑warrant rule no longer applies to these cases.
