Grants help police solve violent crimes

Starting May 6, 2026, the commission awards grants to law enforcement agencies to raise violent crime clearance rates. It awards 85% of available grant money through a competitive process. The other 15% is randomly awarded to agencies that applied but did not win. At least 10% of the competitive pool goes to agencies that serve only rural communities. The commission sets rules for eligibility, applications, scoring, award amounts, and reporting. Grants can hire or train staff, collect and test evidence, analyze crime trends, buy or upgrade equipment, support witnesses, and build policies and training to raise clearance rates.

One-time $250,000 for justice commission

Beginning May 6, 2026, the law provides a one-time $250,000 for FY2027 from the fund to the Governor’s Office, Commission on Criminal and Juvenile Justice. FY2027 runs July 1, 2026 to June 30, 2027. The money supports the commission’s program operations.

Utah creates crime clearance fund

Beginning May 6, 2026, the state creates the Violent Crime Clearance Rate Fund. The fund can receive private donations, grants, gifts, bequests, other money, and interest. The Commission on Criminal and Juvenile Justice runs the fund when lawmakers provide money. The commission may keep up to 3% of deposits for salaries, benefits, equipment, supplies, and travel tied to running the fund. Money in the fund, and money the Legislature puts in, does not expire at the end of the fiscal year.
