Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 2 costs, 1 mixed.

Set fines for school‑zone speeding

Beginning May 6, 2026, minimum fines apply for speeding in a reduced speed school zone. First offense: 21–29 mph $260; 30–39 mph $420; 40+ mph $760. Second or later offense within three years: 21–29 mph $320; 30–39 mph $560; 40+ mph $960. The repeat‑offense window is three years from a prior conviction or bail forfeiture.

20 mph cap and misdemeanor in school zones

Beginning May 6, 2026, you cannot drive faster than 20 mph in a reduced speed school zone. Driving over 20 mph there is a class C misdemeanor. For these school‑zone cases, these rules override Utah’s general speed and fine rules listed in state law.

Community service option and tracking repeats

Beginning May 6, 2026, a court can order compensatory service instead of some or all of the fine. For a first offense at 30 mph or more, or any second or later offense within three years, the court must order service observing a crossing guard. The court can waive that service only if it states the reasons on the record. The Driver License Division must track school‑zone convictions separately and show if they are first or repeat.
