Public dashboard for federal funding risk

Beginning May 6, 2026, Utah State University’s Analytics Solutions Center must create a public dashboard that shows Utah’s reliance on federal funds and the risk of cuts. The center curates and secures funding data, updates the dashboard, and runs scenario models. It reports to the Federalism Commission on request. The law funds this work with $300,000 for FY 2027 ($150,000 ongoing and $150,000 one‑time) from the Income Tax Fund, starting July 1, 2026.

Stronger budget analysis and taxpayer receipt

Beginning May 6, 2026, the law creates a permanent Office of the Legislative Fiscal Analyst. The office estimates state tax and federal fund receipts and compares them to long‑term, inflation‑adjusted trends. It runs a recurring three‑year cycle of long‑term fiscal sustainability analyses and reports results to the Legislature’s Executive Appropriations Committee. The office also publishes a public taxpayer receipt website that shows how your tax dollars are spent.

Federalism oversight and reports through 2028

Starting May 6, 2026, the Federalism Commission can contract with a Utah college to track federal laws that affect state powers. The commission must create a public seminar curriculum, post a list of reviewed federal laws on the Legislature’s website, and send an annual report by November 30. These authorities and duties end on July 1, 2028, when the section is repealed. The commission may accept grants and private donations to help fund this work.
