Independent security tests for voting machines

Beginning May 6, 2026, the lieutenant governor ensures all voting equipment passes independent security testing. Tests check accuracy, access controls, tamper and fraud detection, and ballot secrecy. The state can rely on certifications from the U.S. Election Assistance Commission or an accredited lab.

Paper trail and ballot protections

Beginning May 6, 2026, voting machines must protect secrecy and stop double voting. Voters can review and fix ballots before casting, and tabulators must reject overvotes. Machines must be durable, accurate, and print a permanent paper record that voters can inspect before leaving when practicable. The human‑readable paper record is the official record in a recount.

No wireless on voting machines

Election officers must make sure voting equipment cannot use wireless communication before each election. This rule does not apply to electronic pollbooks or official registers. The requirement is in force now.

Statewide process to choose voting systems

Beginning May 6, 2026, the state runs a competitive process with a Voting Equipment Selection Committee. The process includes experts, public review and comment, and may include secure reviews of proprietary software. The lieutenant governor ensures state purchases meet all equipment standards. Once a new system is selected, local officials may not buy equipment outside that system.
