Beginning May 6, 2026, the law clarifies who is a crime victim. It includes people under 18 and excludes anyone who appears responsible for the crime. It expands what “victim rights” covers, including state law, the Utah Constitution, and Rule 35 duties. It also names which agencies must follow these rights: police, prosecutors, Corrections, and the Board of Pardons and Parole.
Beginning May 6, 2026, victim‑rights committees review complaints as soon as practicable. They can request information and government records to decide if a right was violated. If an agency already investigated the same matter, it must give its findings to the committee. Each criminal justice agency must have a policy for these complaints and share it with the coordinator on request.
Beginning May 6, 2026, the Victim Services Commission names a coordinator to run the complaint process. Victims can file a complaint for a rights violation, but not one that repeats the same facts as before. The coordinator must confirm receipt within 30 days and may dismiss noncompliant complaints, with notice in 30 days. If it proceeds, the coordinator sends the complaint to the subject and employer (or the state court administrator for judges). The coordinator tells both sides they may attend and submit information and schedules a committee review.
