Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Industry experts and military spouses can teach

Beginning May 7, 2025, industry experts can teach career and technical courses or catalyst center programs without a Utah educator license. The local school agency must approve their industry experience, and they must show expertise related to the course or program. They must pass the required criminal background check and complete agency-required training before or during their assignment. These educators count as qualified when the state distributes career and technical education funding. The law also exempts spouses of U.S. armed forces members stationed in Utah from Utah educator licensing. Those spouses must hold a current educator license in good standing from another state or jurisdiction recognized by Utah's education board.

Students gain more arts credit options

Beginning May 7, 2025, Utah school agencies must accept qualifying courses toward state art or fine arts credit requirements. Options include visual and performing arts, applied crafts, technical arts, and other creative-expression courses. Courses must include creative elements, teach design, form, or artistic expression, and let students apply technical skills artistically. Schools do not have to offer every course and can set added criteria or approve additional courses for credit.

Utah funds career training for students

Beginning May 7, 2025, Utah creates grants for school agencies to open or expand career centers and improve existing career courses. Centers connect students with industry projects, mentors, career paths, and further education. The law directs at least $65 million into a state account for one-time education spending, including these grants—not solely career centers. That funding depends on available ongoing appropriations and state constitutional limits; grants also depend on legislative funding. Districts, charter schools, Utah Schools for the Deaf and the Blind, and school-agency groups can apply, with special consideration for rural applicants. Applications need multi-year budgets, workforce needs, partnerships, student goals, and plans to continue after grants end; justified building and equipment costs qualify. Awards cannot duplicate other state or local funding, and recipients must report annually and return unused money for reallocation. The education board can use up to 1% of appropriated funds for administration. In fiscal year 2026, it must provide up to 1% of funds appropriated under the account's funding law for outreach. Talent Ready Utah and Utah Leading through Effective, Actionable, and Dynamic Education must help promote grants and report annually on outreach and school-agency feedback.
