For July 1, 2025, through June 30, 2026, Utah funds higher Medicaid rates for two behavioral health services. The law designates $24,000 in ongoing funding for peer support specialist services and $6,500 for mobile crisis outreach teams. The Medicaid behavioral health appropriation includes $30,500 from the General Fund and $936,600 in federal funds. These are provider payments, not household checks; the law does not state the new rates.
For July 1, 2025, through June 30, 2026, Utah budgets $68,500 in ongoing General Fund support for suicide prevention. This includes $18,500 for the statewide Live On campaign. Another $50,000 supports community and clinical training, community and care resources, and educational materials. The health department must use the money for these purposes, not direct household payments.
Utah establishes extra Medicaid payments to Utah State Hospital and Huntsman Mental Health Institute for inpatient and outpatient behavioral care. Local mental health authorities’ prepaid plan rates must include the gap between actual covered-service payments and the maximum payable amount. Calculations must use submitted service records and stay within certified actuarial rate ranges. The health department must seek federal approval by June 30, 2025, for payments effective July 1, 2025; approval is required. Utah State Hospital payments may start earlier when operationally feasible, subject to federal approval.
Beginning May 7, 2025, a cohabitant who believes there is an immediate threat can voluntarily place a firearm with participating police. Agencies record owner identification, firearm details, and the custody date, and require the owner’s signed residence statement. Storage lasts 60 days, with one requested 60-day extension; lost-property rules do not apply. Afterward, agencies must return the firearm or transfer it to another qualifying owner. Returns are barred for legally restricted owners and when the law’s domestic violence arrest or court-order restrictions apply. Covered records must be destroyed immediately when practical, and within five days after return or disposal. Utah must provide a pamphlet, survey every law enforcement agency, and publish a searchable registry; agencies need not accept firearms. Public Safety must also educate agencies and the public through a marketing plan, subject to available funding.
Beginning May 7, 2025, Utah requires licenses for behavioral health receiving centers, which provide non-secure crisis care for 23 hours. The Office of Licensing must set and enforce rules for new and renewed licenses. Centers may face application and renewal fees; the law does not set the amounts. Collected fees go into a dedicated General Fund account and can only cover the office’s costs under this licensing authority.
