Advisory input before building at Willard Spur

Beginning May 6, 2026, the Division of Wildlife Resources must form an advisory committee before building any structure in the Willard Spur area. The committee includes airboat users, other small boat users, waterfowl hunters, and other local stakeholders. The division must meet with the committee before construction so these users can give input.

New waterfowl areas with public access

Beginning May 6, 2026, the state creates three waterfowl areas: Willard Spur, Bear River Bay, and Goshen Bay. The Wildlife Board designates the lands, and the Division of Wildlife Resources manages them under MOUs and a plan. The areas protect habitat and water flows for birds and other wildlife. The public gets access for hunting, fishing, trapping, and wildlife viewing, including airboats and other small boats. Goshen Bay also follows multiple‑use sustained yield rules. The law adds Goshen Bay to the official WMA definition so all WMA rules apply. Boundaries avoid overlapping the Bear River Refuge, Harold Crane WMA, Willard Bay Reservoir, and state mineral leases.
