14 provisions identified: 5 benefits, 7 costs, 2 mixed.

Children’s health coverage program ends 2026

The law ends the Children’s Health Care Coverage Program on July 1, 2026. Families with kids in this program may lose coverage or face higher costs after that date.

Air and water protections roll back 2026-2029

The law ends a school and child care drinking-water rule on July 1, 2027. It also repeals the state Air Conservation Act and the Safe Drinking Water Act on July 1, 2029. Two air program requirements end July 1, 2026. These changes remove state air and water protections that affect all residents and many businesses.

Crisis mental health services extended to 2029

The law keeps key crisis services in place through July 1, 2029. Mobile crisis team grants and receiving center grants stay active until that date. The Behavioral Health Crisis Response Committee also continues to July 1, 2029. If your household uses these services, access remains during this period.

Some behavioral health grants and commissions end

The law ends integrated behavioral health grant programs on December 31, 2025. The Hepatitis C Outreach Pilot Program ends on July 1, 2028. The Utah Digital Health Service Commission ends July 1, 2026, and the Utah Behavioral Health Commission ends July 1, 2029. People who used these programs or relied on these commissions may lose services or guidance.

Education savings incentive ends in 2028

The Education Savings Incentive Program ends on July 1, 2028. Families and students who used this incentive lose it after that date.

More support for rare disease council

The rare disease grant program stays in law until July 1, 2036. The state provides $19,000 in FY 2027, starting July 1, 2026, to fund the council’s work. This helps keep support and advice for rare diseases available.

Bears Ears visitor committee extended to 2028

The Bears Ears Visitor Center Advisory Committee stays in law until December 31, 2028. This keeps the advisory group working two more years.

New State Weed Committee runs to 2036

The law creates an eight-member State Weed Committee. Members serve staggered four-year terms, can be removed for cause, and may get per diem and travel. The committee advises weed control planning and runs through July 1, 2036.

Land use advisory board extended to 2036

The Land Use and Eminent Domain Advisory Board continues until July 1, 2036. This keeps a state forum for advice on land use and eminent domain in place.

Licensure review office ends in 2034

The Office of Professional Licensure Review ends on July 1, 2034. This removes the office’s legal authority for reviewing licensure.

Several farm and land boards end

The law repeals a set of agriculture and land boards on scheduled dates from 2026 to 2035. These include the Agricultural Advisory Board (2028), Utah Soil Health Program (2026), Grazing Improvement advisory board (2032), Agricultural and Wildlife Damage Prevention Board and duties (2034), Livestock Brand Board (2035), Domesticated Elk advisory council (2027), and the Land Conservation Board (2027). This removes their legal roles and duties on the listed dates.

State volunteerism commission ends in 2027

Licensing rules for therapists stay to 2036

Licensing laws for speech-language pathologists, audiologists, hearing instrument specialists, and behavior analysts remain in force until July 1, 2036. This keeps current licensing rules and market standards in place for these small practices.

Provider immunity and mediation rules extended

Health care provider immunity from liability stays in place until July 1, 2036. The state’s Alternative Dispute Resolution law also remains until July 1, 2036. This keeps protections for providers and keeps mediation options available for disputes.
