Temporary spaceport study and planning

Beginning May 6, 2026, the law creates a Spaceport Exploration Committee to plan and study a spaceport. The committee must do a feasibility study with market demand, job and revenue estimates, costs, and a business case. It must consult the Utah National Guard and the Utah Test and Training Range on using military airspace. It must also do a siting review that checks geography, distance from towns, needed infrastructure and funding, access to roads and airports, FAA and EPA rules, state resources, and protection of UTTR and other defense missions. The committee may hire consultants, form advisory groups, and add up to three non‑voting members. It must report to the Economic Development and Workforce Services and Transportation Interim Committees by November 30, 2026. All of these authorities end July 1, 2027.

Spaceport meetings can close for trade secrets

Beginning May 6, 2026, the Spaceport Exploration Committee can hold closed sessions with industry experts to discuss trade‑secret information. Those parts of the meeting are not open to the public. Other meeting topics continue to follow the open‑meeting law and its existing closed‑meeting limits.
