Stronger privacy and parent opt out

Schools must tell parents what grades 7–12 data is collected and how it is used. Parents can opt out of the school’s disclosure under this program. Student discipline and behavior incident records are not shared. State boards must follow federal student privacy laws (FERPA, IDEA) and Utah’s student data law when handling records.

Data sharing helps grades 7–12 reach college

By August 1, 2027, Utah runs a process to share grades 7–12 student records with higher‑education agencies. The shared data helps connect students to technical college, early college, concurrent enrollment, and the First credential. It also supports scholarships, financial aid, admission, and enrollment help. Local school districts must provide the records needed to run this process. The process also supports audits and required reporting.

Higher‑ed staff must complete privacy training

The Utah Board of Higher Education sets rules to run K–12 student data sharing. Employees, student aides, and volunteers who access this data must complete training at least every two years. Training covers privacy laws, proper data handling, and breach response. The Board works with the State Board of Education on these rules and trainings.
