Tougher penalties for harmful material to minors

Beginning May 6, 2026, the law sets tougher penalties for giving minors harmful material. Adults 18 or older with a prior qualifying conviction face a second-degree felony, at least a $5,000 fine plus $10 per article, and at least one year in jail. Other adults face a third-degree felony, at least a $1,000 fine plus $10 per article, and at least 14 days in jail. If the minor is 16 or 17 and the adult is less than seven years older, it is a class A misdemeanor unless the adult has a prior conviction. Actors age 16–17 commit a class A misdemeanor; under 16 is a class B misdemeanor. Internet and hosting providers have safe harbors when content passes through incidentally and fees match standard rates.

Clearer sexual battery rules and penalties

Beginning May 6, 2026, the law clarifies sexual battery. It covers intentional touching of the anus, buttocks, genitals, or a female’s breast that likely causes affront or alarm. This offense is a class A misdemeanor. More serious sexual crimes remain charged under other laws.

Limits on lawsuits against gun sellers

Beginning May 6, 2026, the law narrows when civil lawsuits over firearm products qualify under state rules. Cases against a transferor convicted under 18 U.S.C. 924(h) or Utah 76-11-216 are excluded from the defined category. This reduces some legal exposure for licensed sellers, manufacturers, and trade groups.
