Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Big penalty for fake registration address

Beginning January 1, 2027, using a false or improper address to avoid an emissions test carries a $1,000 civil penalty. The Division can suspend or revoke your registration, title, plate, or permit. You cannot get a new or renewed registration until the penalty is paid or you no longer own the vehicle. The State Tax Commission may keep part of the fine for investigation costs and send the rest to the county.

Registration protection for certain diesel cars

Beginning January 1, 2027, counties cannot deny registration just because listed diesel models have a defeat device covered by the Volkswagen partial consent decrees or a U.S. EPA‑approved modification. Covered examples include certain 2.0‑liter VW Jetta and Audi A3 models and certain 3.0‑liter VW Touareg, Audi Q7, and Porsche Cayenne Diesel models.

Emissions proof required to register

Beginning January 1, 2027, you must show a valid emissions inspection certificate, if your vehicle needs one that year, before you can register. The Division also offers email reminders at least 30 days before your registration expires if you opt in. The reminder helps you plan, but it does not replace the inspection rule.
