Agencies must explain extended funding plans

Beginning May 6, 2026, agencies seeking longer fund-collection periods must state whether the money supports approved or proposed project areas. This replaces the earlier reference to an active project area. The statement goes to taxing entity committees or taxing entities reviewing the budget amendment.

Local taxing bodies get unused funds

Beginning May 6, 2026, redevelopment agencies must return unused project area funds when dormancy ends. Each taxing entity gets a proportionate share. This also covers areas that allocated project funds and began dormancy before May 6, 2026. The law sets no dollar amount and provides no direct household payment.

Local redevelopment areas face closure deadlines

Beginning May 6, 2026, Utah redevelopment project areas close when their dormancy period ends, unless extended or closed earlier. Dormancy ends six months after the area's funds collection period ends. Areas where fund collection has not started close eight years after agency approval. Areas that allocated project funds and began dormancy before May 6, 2026, must close five years after dormancy began. Before dormancy ends, an agency can extend it once, for up to two years, after a public hearing. Its resolution must identify the area, describe progress and unique circumstances requiring more time, and give new dormancy-end and closure dates. The local legislative body must pass an ordinance with those same details. Early closure requires an agency resolution and local ordinance identifying the area by name and map or boundary description.
