Online course funding prioritizes small schools

Beginning July 1, 2025, Utah uses available state online-program funds to pay course fees for students at small public high schools. Schools must enroll fewer than 1,000 students. Funding depends on legislative appropriations and existing program funding limits; this law provides no new money. The state board ranks schools by their difficulty offering courses and their current access to college and career preparation programs. Course barriers include too few students for full classes, distance from qualified teachers, limited staff, or money shortages for hiring. Courses considered include Advanced Placement, International Baccalaureate, and courses earning both high school and college credit. The board reviews need annually and adjusts funding priorities based on program results. After available funds run out, the board must apply the deduction required by existing program law.

Funded schools must track online learning

Beginning July 1, 2025, Utah's state board must set reporting rules for schools receiving online-program funds. Schools must document spending, track student participation, measure achievement in funded courses, and show their continued need for funding. At the Education Interim Committee's request, the board must report which schools received priority funding and why. That report must also include student participation, achievement data, and recommendations to improve the program.
