Summary

Affordable dwelling unit program; City of Roanoke. Adds the City of Roanoke to the list of localities with authority to provide for an affordable dwelling unit program. The bill provides that such change shall not become effective unless reenacted by the 2027 Session of the General Assembly. The bill also requires the Virginia Housing Development Authority to analyze the potential efficacy of the provisions of the bill for the provision of affordable housing in the City of Roanoke and to report the results of such analysis no later than November 1, 2026.

Roanoke can create affordable housing program

The law adds the City of Roanoke to the list of places that may adopt an affordable dwelling unit (ADU) program through zoning. The program can offer optional density bonuses to lower land costs and support moderately priced homes. Projects covered by the ADU program do not have to pay extra into a separate city or county housing fund beyond the program’s rules. Any local ordinance from before December 31, 1988 that allowed density bonuses for low- and moderate-income housing stays in effect. The Virginia Housing Development Authority must study effects in Roanoke and report by November 1, 2026. These ADU powers do not take effect unless the 2027 General Assembly reenacts them, and they only apply if Roanoke adopts an ADU program.
