Summary

College partnership laboratory schools; transparency. Requires, for college partnership laboratory schools that form a collaborative partnership with one or more school divisions, the parents of any enrolled student to be notified of such collaborative partnership and provided with contact information for an administrator in such partnering division that the parent can contact with questions or concerns about program administration or the student's experience at the college partnership laboratory school. The bill requires each college partnership laboratory to identify in a conspicuous and publicly accessible manner and location on the school's website the members and meeting schedule of the school's governing board; a summary of the operational, budgetary, and contractual decisions of such governing board; and the Board of Education regulations to which such school is subject.

Open, fair access to lab schools

Enrollment is open by lottery to any student who lives in Virginia. If spots run out, the school sets a waitlist by lottery and tells parents their child’s place. Schools must follow nondiscrimination laws, including protections for disability, race, sex, sexual orientation, gender identity, religion, and more. When a lab school partners with a local division, that division runs enrollment and gives parents a local contact for questions.

State standards apply to lab schools

Lab schools must follow Virginia’s Standards of Quality, including the Standards of Learning and Accreditation, as set in their contract. When a lab school and a local division run a program together, that program counts as the local division’s for accreditation.

Tuition rules for lab school courses

Required high-school courses are tuition-free. Schools may charge tuition for courses that give college credit and for optional enrichment classes. In partnered programs where a local division runs enrollment, that division may charge tuition for students who live outside the division.

Lab schools: transparency and cost controls

Each lab school has a governing board and must post its members, meeting schedule, key decisions, and the rules that apply on its website. The school manages its own budget, contracts, and staff, and may contract with school boards, colleges, or others for buildings and services. Payments to school boards or colleges for services cannot exceed what it costs them to provide those services.

Lab schools named local education agencies

An approved lab school is a local education agency (LEA) but is not a school division. This changes who holds some duties and may affect funding and oversight.
