Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Committee advises on farm districts

The panel advises the planning commission and the local governing body. It helps create, review, change, continue, or end agricultural and forestal districts. It gives expert advice about farming, forestry, and how these resources fit the whole locality.

Local farm and forest panel required

When the first farm or forest district application arrives, the local governing body creates an advisory panel. The panel includes four producers, four other landowners, the commissioner of revenue or the chief assessor (or a representative), and one member of the governing body. The governing body may let the planning commission serve instead, but only if it has at least four producers as members.

How members are chosen and paid

The local governing body appoints panel members and can remove them at any time. The panel elects a chair and a vice chair, and it chooses a secretary who can be a nonmember. Members are unpaid. The locality may reimburse actual, necessary expenses, but only within funds the governing body approves.
