Summary

Groundwater management areas; bioslurry injections in wells prohibited. Prohibits any person from conducting any bioslurry injection, as defined in the bill, in any well that has been drilled through any portion of a groundwater management area declared by regulation prior to January 1, 2020. This bill is identical to HB 1381.

No fracking or waste injection in managed groundwater

The law bans hydraulic fracturing and bioslurry injection in certain wells. It applies to any well drilled through a groundwater management area declared by regulation before January 1, 2020, under Virginia’s Ground Water Management Act. “Bioslurry injection” means putting agricultural waste, food waste, manure, paper sludge, or sewage sludge underground. “Hydraulic fracturing” means using pressurized fluid to crack rock to produce oil or gas. This does not apply to areas declared on or after January 1, 2020. Households in affected areas get added protection for local groundwater, and operators cannot use these methods in those wells.
