New retirement option for municipal officers

Beginning July 1, 2026, eligible municipal law enforcement officers can make a one-time choice to transfer to Group G retirement. Officers must work for a municipality participating in the Vermont Employees’ Retirement System. They need current Level II or III certification from the Vermont Criminal Justice Council, with law enforcement as their main duty. The Treasurer’s office must identify eligible jobs with participating municipalities by September 1, 2026. Most eligible officers must choose by December 1, 2026. Qualifying officers hired December 1–31, 2026, have 30 days after hire to choose. The choice cannot be reversed, and Group G participation begins January 1, 2027. Earlier service is calculated under the original plan’s terms. Municipal employers must report eligibility changes to the Treasurer within 30 days.

Retirement pay rules for municipal officers

Beginning July 1, 2026, normal Group G retirement pay equals 2.5% of average final pay per year of Group G service. Caps and retirement ages depend on the officer’s membership category. For the two transfer categories below, officers must be employed December 31, 2026, and make an irrevocable election by January 1, 2027. Officers first included in the system by June 30, 2008, have a 50% cap on average final pay. They qualify at age 62 with five years of creditable service, after 30 years, or at age 55 with 20 years. Officers first included on or after July 1, 2008, have a 60% cap. They qualify at age 65 with five years of creditable service, with 87 points, or at age 55 with 20 years. For officers in the new-member category beginning January 1, 2027, the cap is 50%. They qualify at age 55 with 20 years of creditable service or age 65 with five years.

No added retiree insurance for municipal officers

Beginning July 1, 2026, the law does not extend retiree health or other insurance benefits to municipal officers in Group G. Joining Group G does not add those benefits through this provision. The law does not specify changes to coverage officers receive under separate rules.
