Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Broader substance use help for Vermonters

Beginning July 1, 2026, Vermont community action programs can support prevention, intervention, treatment, and recovery services for substance use disorder. This broadens the earlier focus on narcotics addiction, alcoholism, and rehabilitation. Services are provided through designated community action agency programs. The law sets no benefit amount and does not guarantee that a particular service is available.

Broader housing help for low-income Vermonters

Beginning July 1, 2026, Vermont community action programs can support broader housing services for people with low income. Services through designated community action agencies can help participants get safe, secure, and permanent housing. The law sets no benefit amount and does not guarantee that a service is available. Funding depends on available state and federal resources.

New planning and board rules for agencies

Beginning July 1, 2026, designated Vermont community action agencies must assess local needs every three years. Their annual action plans must list expected services, delivery schedules, and resources needed and available. At least one-third of board members must be elected through procedures that ensure representation of local people with low income. The separate one-third requirement for elected public officials or their designees remains. Boards must adopt their own term limits, giving them flexibility but requiring a board policy. This replaces the old limits of five consecutive years or ten total years for specified members.
