Stronger protections for police and rescue dogs

The law defines a “search and rescue dog” as a dog trained or being trained by a state or nationally recognized search and rescue agency to find missing people or disaster victims. It bans harassment of animals used by police or fire departments and of search and rescue dogs. Acts needed to train these animals by police, fire, or state or nationally recognized search and rescue agencies are allowed. Penalties are tiered: a basic violation is a Class B forfeiture; a knowing violation can be a Class A misdemeanor. If an intentional violation injures the animal, it is a Class I felony; if it kills the animal, it is a Class H felony.
