Rescue dog protections bring penalties for harassment
Wisconsin extends its police and fire animal harassment protections to qualifying search and rescue dogs. Dogs qualify when trained or being trained by a state or nationally recognized search and rescue agency. Their training must involve finding lost or missing people and disaster victims. Acts needed for agency training remain exempt. Violations carry a Class B forfeiture. Intentional or negligent violations carry a Class A misdemeanor when the person knows the dog is a rescue dog. Intentional violations causing injury carry a Class I felony; those causing death carry a Class H felony. Violators must also pay restitution, including veterinary care expenses or the value of a replacement animal.
