Municipal waste facilities keep fees for loans

Municipal solid waste facilities with Clean Water Fund Program loans for wastewater treatment infrastructure can keep environmental repair fees. They can keep up to the total loan principal and interest owed, only while the loan is in repayment. They keep this money instead of sending it to Wisconsin's Department of Natural Resources. Facilities still collect the fees and send any remaining amount to the department. The law adds no new fees or rate changes and provides no direct household payment.
