Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Public employees keep income insurance access

The age-70 limit for first joining group insurance does not bar otherwise eligible participants from income continuation insurance. This matches the treatment of group health insurance. The law also clarifies that the Group Insurance Board can provide the income continuation plan. The age rule does not exclude employees from group life insurance when they first qualify on their employer’s participation start date.

Wisconsin ends employer payroll payment backstop

Wisconsin is no longer liable for overdue employer Social Security payments under the covered federal agreements. Covered employers still must make federally required contributions and withhold required amounts from employees’ wages. The law also ends the requirement for a separate Social Security account within the Public Employee Trust Fund.

Extra retirement savings for participating public employees

The law clarifies who can make extra contributions to the Wisconsin Retirement System: participating employees with earnings that calendar year. Employees can contribute through payroll deductions or another method, or have contributions made on their behalf. These extra contributions are separate from required employee and employer contributions. Federal tax limits, regulations, and Department of Employee Trust Funds rules still apply.
