Separate rules for insurance enrollment helpers
Navigators help people enroll in health insurance through the Marketplace. The law limits the individual-license background-check rule to people applying for an individual navigator license. Organizations that qualify as navigator entities register instead of applying for that individual license.
More time to renew insurance stability waiver
The law removes the December 31, 2023 deadline for Wisconsin’s insurance commissioner to request renewal of its health insurance stability waiver. The July 29, 2018 waiver supports a program designed to help stabilize individual health insurance premiums. Renewal requests must keep the terms unchanged, follow statutory timing requirements, and not conflict with enacted legislation. Requests to change, suspend, withdraw, or end the waiver still require a law specifically directing that action. This law does not guarantee renewal or change household eligibility or benefits.
