Earlier approval steps for Wisconsin highways

Wisconsin’s Transportation Projects Commission can approve certain major highway projects using approved draft environmental documents instead of final documents. These include draft environmental impact statements, environmental assessments, and categorical exclusions, which exempt projects from preparing those statements or assessments. The commission must receive notice of approval by Wisconsin’s transportation department, or the Federal Highway Administration when needed for federal funding. Construction must still start within six years after the first July 1 following commission approval. Financing plans must show enough funding to meet that deadline, conditioned on approval of the draft environmental document. For projects under Wisconsin Statute 84.013(1)(a)2m., the department must report before construction and can request commission approval after completing a draft.
