Beginning January 1, 2026, Wyoming must value covered taxable personal property annually using state valuation indexes and depreciation schedules. The depreciation floor is 20% of the property's reported installed cost. Once property reaches that floor, its trending factor stays fixed until the property leaves service. This fixes the value-adjustment factor, not the tax bill. The method excludes property covered by W.S. 39-13-102(m) and mobile homes requiring titles under W.S. 31-2-501 through 31-2-508. The Department of Revenue's duty to adopt implementing rules takes effect immediately when the act becomes law. Appraisal methods must follow generally accepted standards. Owners' tax bills can rise or fall, but the law does not provide enough information to calculate individual changes.
