AN ACT CONCERNING THE PREVENTION OF HUMAN TRAFFICKING.

To (1) require the Commissioner of Revenue Services to periodically disclose to the Commissioner of Consumer Protection the name and address of each operator of a hotel, lodging house or bed and breakfast establishment who has remitted the use tax, (2) impose penalties on operators of hotels, motels, inns or similar lodgings who fail to satisfy various recordkeeping, training, occupancy rate and notice requirements, and (3) grant additional enforcement powers to the Commissioner of Consumer Protection.

AN ACT CONCERNING BREACHES OF SECURITY INVOLVING ELECTRONIC PERSONAL INFORMATION.

To (1) provide that certain materials provided to the Attorney General following a breach of security involving electronic personal information shall be provided to the Attorney General in a form and manner prescribed by the Attorney General, (2) define "massive breach of security", (3) require a third-party forensic examination, analysis and report following a massive breach of security, and (4) impose an additional penalty for any person who fails to submit a third-party forensic report to the Attorney General following a massive breach of security.

AN ACT CONCERNING THE REGULATION OF STRIPED BASS FISHING IN THE STATE, A WORKING GROUP CONCERNING THE WILDLIFE CONSERVATION PROGRAM AND PROCEDURES CONCERNING THE ESTABLISHMENT OF FISH PASSAGES.

To clarify penalties for violating regulations concerning the taking of striped bass, prohibit the use of horseshoe crabs as bait, authorize the sale of certain lobsters from out-of-state by food service establishments and prohibit certain bait fishing in the Housatonic River and harvesting of striped bass.

To (1) require the Public Utilities Regulatory Authority to develop successor programs for the RRES, NRES and SCEF programs, (2) require a study of consumer protections for solar photovoltaic system leasing and sales, (3) allow the use of portable solar photovoltaic systems, (4) require the Commissioner of Energy and Environmental Protection to implement an agrivoltaics program, and (5) require the Commissioner of Energy and Environmental Protection to establish a pilot program concerning the installation of solar photovoltaic systems in environmental justice communities.

To exempt from the one-year requirement for completion of commission investigations such investigations of voting-related complaints under chapter 151 and grants the commission the ability to not qualify straw contributions if the certification card, together with external evidence make it likely that the source of the money is different from the name on the certification card.

To require the availability of an advisor or a support person for a student during a disciplinary proceeding at an institution of higher education in the state.

To permit a court to award a party to a civil action affecting title to real property the actual expense of an examination of the land records concerning the title to the real property in question.

AN ACT REQUIRING A STUDY REGARDING STATE-WIDE ESSENTIAL WORKER AND FIRST RESPONDER JOB CLASSIFICATIONS.

To require the Commissioner of Administrative Services to (1) conduct a study regarding state-wide "essential worker" and "first responder" job classifications, and (2) submit a report on the results of such study.

AN ACT CONCERNING STATE-WIDE FIRE PROTECTION.

To establish various state-wide fire protection provisions relating to (1) fire protection services registrations, (2) local fire protection plans, (3) the Commission on Fire Prevention and Control, (4) municipal fire protection requirements, (5) a Deputy State Fire Administrator position, (6) the Connecticut Fire program, (7) regional fire coordinators, (8) collection of dispatch data, (9) a First Responder Health and Benefits Unit, (10) requirements applicable to the State Comptroller, and (11) lights on fire protection vehicles.

AN ACT CONCERNING NOISE POLLUTION.

To (1) establish a solar photovoltaic noise barrier pilot program, and (2) increase the fine associated with the operation of a motor vehicle that creates unnecessary or unusual noise and other mechanical equipment requirement.

AN ACT CONCERNING THE SAFETY OF ENERGY GENERATION SOURCES AND ENERGY STORAGE SYSTEMS.

To require (1) the reporting of major and minor incidents at certain electric generating or storage facilities, (2) the designation of emergency contact persons for such facilities, and (3) the chairperson of the Public Utilities Regulatory Authority to convene a working group to assess the resumption of electric generation at such facilities after an extended shutoff period.

AN ACT CONCERNING OVERSIGHT OF EFFORTS TO PREVENT HUMAN TRAFFICKING AND THE USE OF CONFIDENTIAL CRISIS HOTLINES AT CORRECTIONAL INSTITUTIONS.

To establish a Human Trafficking Prevention Coordinator, add additional members to the Trafficking in Persons Council, require all employees of the Department of Children and Families and the Court Support Services Division to undergo training regarding human trafficking, require the Commissioner of Children and Families to assess the security of placement locations, require the Child Advocate to submit an annual report, establish a temporary task force and make various duties of the Department of Children and Families concerning trafficking mandatory.

To provide state medical assistance to cover room and board costs for patients receiving hospice care at a short-term hospice specialty hospital or a hospice facility.

To (1) specify the circumstances in which a ticket reseller may enter into a contract with, or accept consideration from, a purchaser for the resale of a ticket to an entertainment event, (2) establish and modify various requirements concerning the sale or resale of a ticket to an entertainment event by way of an Internet web site or online technology platform, (3) define various terms concerning tickets to entertainment events, and (4) require a ticket seller or reseller to provide a refund for a cancelled live entertainment event.
