    Xinte Energy was created by TBEA Co. -- Xinjiang Tebian Electric Apparatus, a Chinese state enterprise based in Changji, Xinjiang -- as a vertical integration play into polysilicon when China's solar industry scaled in the 2010s. TBEA made transformers and electrical equipment; polysilicon is made through the Siemens process which requires massive amounts of electricity; Xinjiang has cheap coal-fired and hydro power; the logical connection to integrate upstream into polysilicon was straightforward. Xinte built a 120,000 MT/yr polysilicon capacity in Xinjiang, making it the fourth-largest global polysilicon producer. The US government placed Xinte on its Entity List and subjected Xinte to Withhold Release Orders under the Uyghur Forced Labor Prevention Act (UFLPA), effectively banning US solar equipment importers from using Xinte polysilicon. The ban created a supply shock for US solar developers who had relied on Xinjiang polysilicon supply.
